Yes, you can re-open the a quote request after the confirmation timer has expired. 

Open the request and click on "Edit" and "Edit request timers". 

You can re-open the request for providers to submit their quotation or you can extend the confirmation time if you need more time to make the actual booking. 

If you re-open the request it can occur that the submitted quotations are no longer valid. You can request the provider to extend the quotation validation. 

Please note that request will be auto cancelled 5 days after the confirmation timers has expires. After that you can no longer re-open the request.
